I put together a list of 10 stocks that are at or near 52 weeks lows in 2017. The list is compiled of big companies that pay a dividend. List includes GILD, NKE, TGT, EL, VFC, BMY, LB, PFE, TEVA and DG

Last year’s basket of (10) 52 weeks lows I listed are up an average of 50% or more which included RAI, UNP, TIF, ORI, PII, AXP, DE, CAT, MET and AMP

Can this year’s basket of 52 week lows perform as well as last years? I say buy the good ones when there down and out of favor. There are some nice companies on this years list.
Some really good names there. The Dogs of The DOW trade has worked quite well over the years, looking at your list I think there is a good chance that continues.
Here's some DGI companies that are at 52 week lows now: LB, TGT, & CL. Also, K, BF.b, & CVS are way down . These are ones I'm watching lately.
